The causes of poverty in Africa are deep-rooted, interconnected and paradoxical. Africa, the cradle of humanity, encompasses some of the most resource-rich areas of the planet. The result was that African countries were gripped by impossible debts to foreign regimes, and at the same time ruled by tyrants from among their own people who in many cases were supported by those same foreign regimes. As the rulers took control of the 'honey pot' of the natural resources and forced their countrymen into poverty, the seeds of civil war were sown.

Armed conflict, which disrupts the lives of one fifth of all African people and stems directly from the continent's history, lies behind the poverty of many regions. War makes ordinary life impossible and land unproductive. In addition, it frightens off investors who might otherwise help to boost economic development and create employment.

The second main reason for poverty in Africa can be summarised as poor use of land. This is due partly to lack of education - a historical legacy - and partly to an inability to change. Large areas of land are given over to subsistence farming which, without the use of modern technology, remains inefficient and does not produce anything to sell at market. Hence there is never the money to pay school fees, however low, or to buy the simplest of farm machinery.

Nomadic grazing of livestock was once a way of life, but now population figures are too high and land ownership is too rigid for it to be possible. Over-grazing and over-farming lead to degradation of the land, giving rise to the need for further land to be cleared through slash-and-burn with little regard to the associated loss of biodiversity. Where strict measures - including against poaching - are not put in place, the wild animals which can be a source of revenue through tourism are depleted.

Degradation of the land results in desertification, partly because of the nature of Africa's soil which is in general made up of sand and laterite with little clay or humus to hold moisture. This soil erodes easily and its high iron and aluminium content means that it bakes hard in the sun and absorbs no rain. Desertification, coupled with the climate change to which it contributes, can result in drought and famine in a poor society with no adequate safety net, and famine drives the population further into poverty.

The third main cause of poverty is directly attributable to the actions of the developed world and can be specifically laid at the door of the International Monetary Fund (IMF) and the World Banks. These bodies claim to reduce poverty and yet have been criticized for years for increasing it. Under the flag of neoliberalism, they impose what they call Structural Adjustment Policies (SAP's) to ensure debt repayment through economic restructuring.

SAP's decree that repayment of debt must be made a priority over health, education and general development, so the governments of African nations are forced to reduce their spending on the things which most benefit their own people. Loans are granted, therefore, with certain preconditions, the most insidious one being that exports must be increased to provide the cash for repayments. These exports, which may consist of only a very limited range of products, compete with the exports of other countries in a similar situation, and give rise to a glorified price war. This of course has the effect of devaluing them, which favours the importing West, and means that the developing countries struggle increasingly to keep up with their repayments. The rich get richer and the poor get poorer by this means, which has been suggested is in fact the real, cynical underlying agenda of the IMF.

Africa's poverty is a disgrace in a world of food surpluses and mass communication. However the reasons behind it are far from simple. A history of injustice set in motion a vicious circle of lack of resources to pay for education, and lack of education to produce and refine resources. This is compounded by devastating health problems, climate difficulties, and predation by more economically advanced nations which, while providing assistance under the impetus of their people's knee-jerk reactions to specific disasters, have yet to change their underlying attitudes.

Purchase Or Sale of an LLC's Member's Interest

THE SELLER
In general, the sale by a member of a limited liability company ("LLC") interest is treated as the sale of an asset separate and distinct from the underlying assets owned by the LLC. Gain or loss is recognized based upon the difference between the amount received for the LLC interest and the tax basis in the LLC interest. A member's tax basis in his or her LLC interest is equal to the amount of cash the member contributes to the LLC, the basis the member had in any property contributed, and the member's share of the LLC's debt. A member's tax basis is increased by the member's share of LLC income or gains and any additional contributions the member makes to the LLC. A member's tax basis is decreased by any cash distributions the member receives, by the basis of property distributed to the member, and by net losses the member deducts. This gain or loss is considered gain or loss from the sale or exchange of a capital asset except if the gain is attributable to "unrealized receivables and inventory." The determination of whether the capital gain or loss would be treated as long-term capital gains (held for more than one year and subject to a 15% tax rate) or short term capital gains (held for shorter than a year and subject to ordinary income tax rates) will depend on the selling member's holding period. In general, the holding period would begin when the member acquires an interest in the LLC.

THE PURCHASER
The purchase of a member's interest in an LLC is treated as the purchase of an LLC interest separate and distinct from the purchase of the underlying assets of the LLC.

The purchase of an LLC interest requires that the buyer allocate the entire purchase price to the purchase of the interest. The tax basis of the purchasing member's interest is determined under the basis provisions of the Internal Revenue Code and will be generally be the cost of the interest. The purchase, however, does not affect the tax basis of the assets already owned by the LLC.  Thus, the purchasing member may be required to recognize a gain if there are appreciated assets owned by the LLC which are sold after the buyer becomes a member.

There is a provision in the Internal Revenue Code, Section 754, that allows the purchaser to adjust the proportionate share of the tax basis of the assets owned by the LLC  so that purchasing member can adjust his or her basis of the LLC assets to reflect the purchase price paid for the LLC interest. The basis adjustment affects only the purchasing member and not the other members of the LLC. The Internal Revenue Code Section 754 election is an elective provision.

REMAINING MEMBERS
The sale by one of the members may or may not affect the remaining members. The sale by a member can affect the LLC and the remaining members if the sale causes the LLC to terminate. If 50% or more of the total interest in the LLC's capital and profits are sold or exchanged, the LLC will be deemed to be terminated for tax purposes only. If the LLC is not terminated, the remaining members are not affected for tax purposes by the sale of an LLC interest.

Zoos - Good Or Bad?

When you go to the zoo during your vacation this year, how do you feel about it? Do you view a zoo as a good thing or bad? Do you hate seeing animals in cages? Don't care about animals at all? Think all animals should be in cages? Are you one of those parents who take their kids to the zoo just to get them to shut up? Maybe you should think about it a bit different and see what we are really about to lose in this world of ours.

You see them, turned away from the view of visitors. They know you are looking but they want to ignore you. Pacing back and forth they seem bored, lonely, missing the free life which stirs within them. Animals in the zoo do suffer. They suffer at the hand of humans, cages too small, nothing to do, out of the normal environment which they are born with the instincts to live. People walk by daily laughing, staring, saying things and few understand the true nature of the creature and being they are seeing.

I have always been against zoos. I do not think zoos should keep animals housed in small cages, out of their natural environment, and be selectively bred. Zoos do not educate people because people walk too fast through them anyway. Walk, point, make fun of the animal, ignore the sign and move on, rush, rush, rush... Get the herd of kids through the zoo so we can eat and get back to our pointless lives. No one takes the time to even read the signs talking about the animal or them being endangered in the wild. Animals should be free as nature intended. We do not deserve to keep them in cages.

As I walk through the Saint Louis Zoo, reading each sign talking about the animal on display in its cage one word is present most of the time "Endangered". For the sake of the animal I have always been against zoos, but for the sake of the animal species I will forever remain in favor of zoos. Each one of those "Endangered" listing put on those signs at the zoo was put there by humans and caused by humans. We are the current major cause of animals around the world being endangered.

This planet is one giant zoo, we are the zoo keepers and we are doing a very bad job. We should be fired. Japanese are illegally killing whales, tuna is being overfished, animals by the millions are dying in the name of farm land, housing, and human safety; where does it end? Right now zoos are one of the few organizations trying to keep animal species from going extinct. Selective breeding programs with zoos around the world are the only hope some animal species have left now. At the rate we are going all the signs at your zoo will say "Endangered", if we even have a zoo to visit.

Where does all this lead? We are the zoo keepers of this planet. We need to either get our act together or get off the planet so the animals can recover. So the next time you visit the zoo with your little kids, take a moment from the screaming and rush to read that sign that tells you how bad a zoo keeper you really are with our animals. Take a good look at the animal too, because by the time your kids have kids, there probably won't be any of those animals left alive.

The Effect of Deforestation

Deforestation is the process of converting forested lands into non-forest sites that are ideal for crop raising, urbanization and industrialization. Because deforestation is a serious concept, there are also serious effects to the surroundings.

Effects of deforestation can be classified and grouped into effects to biodiversity, environment and social settings. Because deforestation basically involves killing trees in forests, there are so many effects that can be enumerated as results of the activity.

When forests are killed, nature basically requires people to renew the forest. Reforestation is one concept that is in the opposite direction as deforestation, but is proven to be a much harder effort than deforestation.

The Effect of Deforestation

So the rate of deforestation has not been offset by the rate of reforestation. Thus, the world is now in a troubled state when it comes to issues concerning the environment.

Pollution is rapidly growing along with population. Forests are greatly helping reduce the amount of pollutants in the air. So, the depletion of these groups of trees is greatly increasing the risk that carbon monoxide would reach the atmosphere and result in the depletion of the ozone layer, which in turn results to global warming.

One major effect of deforestation is climate change. Changes to the surroundings done by deforestation work in many ways. One, there is abrupt change in temperatures in the nearby areas. Forests naturally cool down because they help retain moisture in the air.

Second is the long process of global climate change. As mentioned above, deforestation has been found to contribute to global warming or that process when climates around the world become warmer as more harmful rays of the sun comes in through the atmosphere.

The ozone layer is a mass of oxygen or O3 atoms that serves as shield in the atmosphere against the harmful ultraviolet rays from the sun. Because ozone is made up of oxygen atoms, oxygen react with carbon monoxide. Such reaction would use up oxygen atoms.

It follows that when there are more carbon monoxide atoms going to the atmosphere, the volume of oxygen would decline. Such is the case of ozone depletion.

The third effect to the environment would be on the water table underneath the ground. Water table is the common source of natural drinking water by people living around forests.

Water table is replenishing. That means, the supply of water underground could also dry up if not replenished regularly. When there is rain, forests hold much of the rainfall to the soil through their roots.

Thus, water sinks in deeper to the ground, and eventually replenishing the supply of water in the water table. Now, imagine what happens when there is not enough forests anymore. Water from rain would simply flow through the soil surface and not be retained by the soil.

Or other than that, the water from rain would not stay in the soil longer, for the process of evaporation would immediately set in. Thus, the water table is not replenished, leading to drying up of wells.

Effect to biodiversity

Forests are natural habitats to many types of animals and organisms. That is why, when there is deforestation, many animals are left without shelters. Those that manage to go through the flat lands and residential sites are then killed by people.

Through the years, it is estimated that there are millions of plant and extinct animal species that have been wiped out because they have been deprived of home. Thus, biodiversity is significantly lowered because of the savage deforestation practices of some people.

Wildlife advocates have been constantly reminding that several wild animals left in the world could still be saved if deforested forests would only be reforested and the practice of slash and burn of forests would be totally abandoned.

Social effects of deforestation

Deforestation is hardly hitting the living conditions of indigenous people who consider forests as their primary habitats. Imagine how they are rendered homeless when forests are depleted. These natives would be forced to live elsewhere, and are usually left to becoming mendicants in rural and urban areas.

Overall, effects of deforestation cannot be offset by the contribution of the practice to development. While it is logical that progress is very much needed by mankind, it must also be noted that nature knows no defeat. Destruct it and it would certainly retaliate, one way or another.
